When a bomb that is detonated atop City Hall blinds photographer, Rachel Newton, Jarod "Nobel" joins the Detroit bomb squad to prove that one of their own men is actually the "Fax Bomber" who is responsible.
Daniel Carlson, a member of the Detroit bomb squad, has been planting bombs all over the city in order to deactivate them and play the hero. To avoid being caught, Carlson sets up a disgruntled city worker, Curtis Haring, to take the blame. Paranoid, a loner who lives in his mother's basement, Haring makes the perfect patsy while providing Carlson with yet another opportunity to be a hero, when he "catches" Haring, just as he (supposedly) nearly blows himself up.
Realizing that Rachel must have seen the person who set the bomb that blinded her, Jarod creates a simulation involving Rachel's dark room in order to help her remember what it is that she saw just before the explosion. When he is certain that Carlson is the real "Fax Bomber," Jarod puts Daniel in a situation where the man believes that he will die if he cannot deactivate a bomb with the same amount of dexterity and finesse with which he has supposedly been deactivating the "Fax Bomber's" explosive devices. Unable to do it, Carlson confesses and is arrested by Lt. Chromsky, his boss.
Mr. Raines orders lie-detector tests for Miss Parker, Sydney and Broots to attempt to discover who is leaking information from The Centre. All of them are cleared, but not before Miss Parker and Sydney discover that Broots is in a custody battle with his ex-wife over his daughter, Debbie.
Angelo continues to search the Internet for signs of Jarod, but when he finds one - in the form of a picture of Jarod's mother - he keeps Mr. Raines from seeing it.
Jarod discovers Mr. Potato Head!
