Jarod becomes a member of a Cincinnati, Ohio, T-14 SWAT squad to investigate the murder that turned Lieutenant Daniel Lange's two young sons, Jordan and Cody, into orphans.
Jarod discovers that Daniel Lange was planning on leaving the SWAT team, claiming that he was burned out. However, Liz Brantley, the dispatch operator who had become very close to Lange and his sons after the death of his wife, tells Jarod that she believes that Lange was worried about the welfare of his two sons.
During his investigation, Jarod learns from Lange's sons that a few nights before their father was killed, they were awakened by him yelling at some men. They tell Jarod that their father was very angry with the men and told them that he couldn't be involved and that they should leave.
In Lange's locker, Jarod finds evidence that convinces him that there was no "unknown assailant" shooting at the SWAT team from the tech booth, at the roller rink where Lange met his end. Instead, Lange was killed by fellow SWAT members, Stephens, Cooke and Mooney, in order to keep him from revealing that they were getting paid for tipping off Vladamir Petrovka, a criminal with ties to the Russian Mafia, who deals in contraband M1-32 armor-piercing shells - "Cop Killers" - before police raids would take place.
To "convince" Cooke, Mooney and Stephens to admit what they did, Jarod puts blanks in their guns, then becomes the "unknown assailant" and shoots at them from the tech booth at the roller rink. With help from Liz, their confession is heard over the main police radio frequency.
Cody and Jordan go to live with their grandparents on their farm in Washington state and Jarod arranges for Liz to get a job with the Seattle Police Department so that she can still be close to them.
When Miss Parker, Sydney and Broots discover Jarod's last lair in Pine Ridge, Texas, Sydney finds an envelope addressed to him. Later, he enlists Broots' aid in locating a woman named Michelle Lucca, a clinical psychologist who used to work with Sydney on the Pretender Project at The Centre. Sydney and Michelle were in love, but one day, she just disappeared and Sydney never heard from her again.
When Broots locates her in Albany, New York, Sydney learns that Michelle left because she found out she was pregnant and was told by a man from The Centre that she would be relocated, and a substantial trust fund set up for her child, if she agreed to never communicate with Sydney again. If she refused, the man told her that Sydney would suffer a "terrible accident." Nicholas was born eight months after she left, and soon after Michelle met and married another man, who raised Nicholas as his own son. Nicholas doesn't know the truth, and Michelle doesn't want Sydney to complicate his life by telling him. Sydney goes to see Nicholas, at his school, but respects Michelle's wishes and does not tell the boy who he is.
Jarod discovers Chia Pets and sends Miss Parker and Broots each a Chia Pet head in his/her own likeness.
